| To study the need for new or additional funding for programs such as the Derelict Structure Fund, the Weed and Seed Program, Housing Revitalization Zone Program, Urban Public-Private Partnership Redevelopment Fund, housing tax credits, public transportation needs, brownfields site assessment, Agricultural Vitality Program and state and local important soil surveys; the need for a dedicated source of funding to preserve open space; local government tax authority and structure to determine what may be a hindrance to preserving open space; the creation of a statewide housing policy to address issues such as homeownership trends, barriers to homeownership, and the need for local government accommodation of the housing needs of the entire spectrum of potential home buyers; reform of VDOT funding methods, including increased flexibility to localities in the use of state street maintenance and construction funding; changes to VDOT minimum street width standards to allow greater local flexibility; enhancement of the use of various state tax credits and development of a tax credit program for brownfields; issues surrounding the leasing versus purchasing of educational facilities; issues related to local revenue shortfalls including proposals to return a portion of future growth in state income tax revenue and use of the referendum process to allow citizens to determine whether a locality should adopt new local taxes to address such shortfalls; and methods for addressing the state transportation funding shortfall. |
